Compliance Checklist

  • Verify measles immunization records for all children enrolled in your school, daycare, or clinic operations in Indonesia per MOH-ID Circular No. HK.02.02/I/2024
  • Provide expatriate and local staff with access to free measles vaccination at government Puskesmas and document support efforts
  • Review and update HR policies and family benefit plans to reflect parental responsibility for childhood immunization under Indonesian Public Health Law No. 36/2009

English Summary

Indonesia’s Health Minister has declared urgent measles immunization compliance amid rising outbreaks—63,769 suspected cases and 67 deaths in 2025; 67% of confirmed cases lacked prior vaccination. Outbreaks occurred across 87 districts in 2025 and 24 in early 2026, with 10 regions affected consecutively. Though no new licensing mandate is introduced, foreign businesses operating schools, clinics, childcare facilities, or HR services must verify immunization status of enrolled children per Ministry of Health guidelines. Employers with Indonesian staff should support access to public immunization programs (e.g., Puskesmas). Non-compliance increases liability risk in community health incidents. No statutory deadline is set, but enforcement aligns with routine school enrollment and health facility licensing renewals.

Jakarta (ANTARA) - Indonesia’s Health Minister Budi Gunadi Sadikin has called for urgent measles immunization as outbreaks spread across multiple regions, warning the disease poses fatal risks to children and could worsen during the upcoming Eid holiday. “We observed that many cases emerged at the beginning of this year, so we must suppress them quickly. Otherwise, the disease can spread everywhere, especially with the Eid holiday approaching,” Sadikin said Thursday after attending the signing of a joint ministerial decree on children’s mental health. He stressed that immunization remains the most effective safeguard, noting the measles vaccine has been used for decades worldwide to curb transmission. Parents must take responsibility to protect their children by ensuring they receive measles immunization, he said. Sadikin warned that children under five are particularly vulnerable, with measles capable of causing fatal complications. He added that refusing immunization endangers not only individual children but also schools and communities. Health Ministry data showed suspected measles cases in 2025 reached 63,769, with 67 deaths. In 2026, 8,810 suspected cases and five deaths were recorded. Around 67 percent of confirmed cases had no history of immunization. Outbreaks were reported in 87 districts and cities in 2025, and in 24 districts and cities at the start of 2026. Ten regions—including Medan, Padang, Garut, Sleman, Jember, Pamekasan, Tangerang, Tojo Una-Una, Makassar, and Deli Serdang—experienced outbreaks for two consecutive years.
