Compliance Checklist

  • Register with Vietnam’s National Innovation Centre (NIC) for the Japan-Vietnam Semiconductor Human Resource Development Programme by 30 September 2025
  • Submit a Letter of Intent for semiconductor R&D or supply chain collaboration to MPI to join the official Vietnam-Japan Business Networking Platform
  • Validate STEM qualifications and Japanese language proficiency (JLPT N3+) for engineering staff targeting NIC-Japan certified roles

English Summary

Launched on 19 February 2025 by Vietnam’s Ministry of Planning and Investment (MPI), the Vietnam-Japan Semiconductor Cooperation Programme formalizes strategic collaboration in semiconductor ecosystem development, R&D capacity building, and cross-border talent mobility. Key compliance implications: foreign semiconductor firms—especially Japanese and Chinese investors—must engage with NIC to access training subsidies, joint lab setups, and streamlined work permits for engineers. Vietnamese firms seeking Japanese supply chain integration must register with NIC’s Semiconductor Business Networking platform. No statutory deadlines are set yet, but MPI urges participation before Q3 2025 to align with Japan’s Kyushu delegation follow-up visits. Practical impacts include faster tech transfer approvals, priority visa processing for STEM professionals, and eligibility for NIC-Japan co-funded R&D grants.

Photo: MPI At the opening of the event, Vu Quoc Huy, Director of the National Innovation Centre, Ministry of Planning and Investment stated that Vietnam is entering a significant era -an era of national rise, as emphasised by General Secretary To Lam. The country is focusing on digital transformation, green transition, and technological innovation to boost productivity and global competitiveness, with the semiconductor industry is a key role in the global development, especially in the era of digital transformation and artificial intelligence. Vietnam is well-positioned to welcome and cooperate with global businesses and investors in the semiconductor industry with its stable political system and a high determination to promote innovation and high-tech sectors. Moreover, the country has over 100 million people, currently in its golden period with a young, enthusiastic generation and capable in science, technology, and STEM fields. Additionally, the country also established a large-scale semiconductor ecosystem in the region that draw significant participation from Japan such as Renesas, which has its largest research and development base placed in Vietnam, employing nearly 1,500 engineers. Huy said, NIC has also collaborated with Japan in developing the semiconductor industry ecosystem and enhancing the capabilities of businesses; seeking and sending Vietnamese manpower to Japan for training in international bachelor’ programmes in semiconductors. The collaborations with Japan have been very effective, substantive, and have brought significant value to businesses, he added. Vietnam called on the Japanese Government, the Kyushu region, and businesses continue to support and coordinate with the NIC to implement the human resources development programme for semiconductor, and connect Vietnamese firms to meet Kyushu’s needs. Japan, as one of the leading countries in semiconductor technology and in need of expanding its supply chain and seeking high-quality human resources, and Vietnam, with its young, dynamic, and increasingly well-trained workforce, will be a potential strategic partner in human resource development and deeper integration into the Japanese semiconductor supply chain. Kyushu is Japan's high-tech hub, especially in electronics and semiconductors. Semiconductor production in the Kyushu region contributed significantly to first position during its golden days, accounting for half of the global semiconductor industry market share. The visit of the Kyushu semiconductor delegation to Vietnam this time includes representatives from the local authority, major companies, and universities with a need for cooperation in semiconductors, particularly in human resources. This visit will set the stage for a delegation of senior leaders from Japanese semiconductor companies to Vietnam to study the business environment and promote cooperation and investment./.
