Compliance Checklist

  • Submit your company’s semiconductor workforce requirements directly to MPI’s National Innovation Center (NIC) — no deadline, but priority processing for submissions before June 2025
  • Apply for NIC’s joint bachelor’s program in semiconductors with Kyushu universities; nominations for Vietnamese engineers accepted quarterly
  • Register Vietnamese supplier capabilities via MPI’s Investment Portal to be matched with Kyushu-based semiconductor firms

English Summary

This MPI-led initiative establishes a Vietnam-Japan semiconductor human resource development framework, coordinated by the National Innovation Center (NIC). It is not a binding regulation but a strategic compliance pathway: foreign semiconductor firms (especially Japanese and Chinese investors) must engage with NIC to access talent pipelines, supply chain integration support, and intergovernmental facilitation. Key actions include submitting workforce demand profiles to NIC, applying for joint Vietnamese-Japanese bachelor’s degree programs, and registering Vietnamese supplier capabilities with MPI for inclusion in Japan-facing industrial matchmaking. No statutory deadlines apply, but early engagement (Q1–Q2 2025) is strongly advised to align with NIC’s 2025–2026 implementation roadmap. Affected entities include foreign semiconductor manufacturers, education partners, and Vietnamese suppliers seeking Tier-2/3 roles in Japanese supply chains.
