Compliance Checklist

  • Verify and renew your construction permit with Indonesia’s Ministry of Public Works and Housing (PUPR) for all temporary shelter projects in Aceh/North Sumatra; submit progress reports to BNPB provincial offices by March 25, 2025.
  • If supplying construction materials or logistics to PRR programs, register supplier credentials with the Ministry of Social Affairs (Kemensos) and sign a DTH fund usage compliance pledge by March 31, 2025.
  • Ensure ISO 9001 certification and valid SIUJK contractor license are current before bidding on PRR tenders; include BNPB-endorsed post-disaster site safety assessment in submissions.

English Summary

Indonesia’s PRR Task Force is accelerating post-disaster relocation in Aceh, North Sumatra, and West Sumatra, with 12,279 temporary shelters completed (67% of 18,309 target) as of March 4, 2025. Evacuee numbers dropped 47.1% to 6,873 in under two weeks. The Waiting Housing Fund (DTH) has been fully disbursed to all 10,783 eligible households via bank transfer, and living assistance reached 175,211 people (IDR 236.53 billion budget). Permanent housing construction remains nascent (1,363 units underway; 6 completed). Foreign firms involved in construction, disaster relief contracting, CSR/ESG projects, or housing finance must comply with BNPB and PUPR licensing for temporary shelter deployment, verify DTH disbursement traceability, and align procurement with Ministry of Social Affairs’ beneficiary verification protocols. No new license categories were introduced, but enforcement of existing construction permits and subsidy accountability frameworks has intensified ahead of Eid al-Fitr.

Jakarta (ANTARA) - Indonesia’s post-disaster task force reported a sharp drop in the number of evacuees in Aceh and North Sumatra since the start of Ramadan, as authorities accelerate the construction of temporary shelters and distribute housing assistance to affected residents. The Task Force for the Acceleration of Post-Disaster Rehabilitation and Reconstruction (PRR) in Sumatra said on Friday that the total number of evacuees stood at 12,994 at the start of Ramadan. Of that number, 12,144 people were in Aceh and 850 in North Sumatra, while West Sumatra recorded no evacuees living in tents. As response measures intensified, the number continued to decline. The latest data on Thursday morning, March 5, showed 6,873 evacuees remaining, with 6,187 in Aceh and 686 in North Sumatra. In less than two weeks, the total number of displaced people dropped by 6,121, or about 47.1 percent, compared with the start of Ramadan. The decline coincides with the accelerated construction of temporary shelters across the three affected provinces. According to the National Disaster Mitigation Agency and the Ministry of Public Works and Housing, 12,279 units of temporary shelters had been completed as of March 4 out of a planned 18,309 units, representing about 67 percent of the target. Construction of permanent housing is also under way. Authorities reported that 1,363 permanent homes are currently being built, while six units have already been completed from a total planned 36,669 houses. Related news: Govt pushes accelerated housing construction in flood-hit Pidie Jaya Meanwhile, the Waiting Housing Fund (DTH), a government subsidy provided to displaced families while they await permanent homes, has been fully distributed. All 10,783 recipients across the three provinces have received the funds through transfers to their bank accounts. The Ministry of Social Affairs has also processed living assistance for 175,211 people, equivalent to 47,686 households in 37 districts and cities across the affected provinces. The total budget allocated for the program reached 236.53 billion rupiah. Earlier, PRR task force chairman Tito Karnavian said accelerating the relocation of evacuees remains a key priority during the rehabilitation and reconstruction phase. “We hope this process can be completed as soon as possible before Eid al-Fitr. Ideally, everyone will be out of tents and either living in temporary shelters or receiving the Waiting Housing Fund,” he said.
