Compliance Checklist

  • Submit resumption notification to Indonesia’s DGCA (Directorate General of Civil Aviation) for all Middle East–Bali routes by March 15, 2025.
  • Assist stranded passengers in applying for Emergency Stay Permits (ITKT) at dedicated immigration counters on Level 2 of Ngurah Rai’s international departure terminal.
  • Coordinate with Ngurah Rai Airport’s Help Desk to formalize temporary aircraft parking arrangements and maintain log records for regulatory audit.

English Summary

Emirates has resumed Bali–Dubai flights following the reopening of Dubai International Airport after airspace disruptions linked to Middle East tensions. This reflects normalization of Indonesia’s international aviation operations under DGCA (Directorate General of Civil Aviation) oversight. Affected airlines—including Emirates, Qatar Airways, and Etihad—must report operational adjustments to the Ministry of Transportation and BKPM. Passengers stranded due to cancellations (8,187 total) were assisted per airline policies; Bali’s Ngurah Rai Airport activated Emergency Stay Permits (ITKT) via on-site immigration counters. Foreign carriers must ensure aircraft parking compliance and coordinate with airport authorities on contingency plans. Airlines and travel agencies must update passenger advisories and verify ITKT eligibility for affected travelers. No new license requirements were introduced, but adherence to existing aviation licensing, immigration, and consumer protection regulations remains mandatory during service recovery.

Denpasar (ANTARA) - Emirates has resumed international flights between Bali and Dubai after operations gradually restarted at Dubai International Airport, Bali’s I Gusti Ngurah Rai International Airport said on Friday. The airport’s head of communications and legal affairs, Gede Eka Sandi Asmadi, said Emirates had operated one aircraft that had remained overnight at Ngurah Rai Airport since Feb. 28. The aircraft operated flight EK369, departing Denpasar for Dubai at 12:42 a.m. on Thursday (March 5) using an Airbus A380. The service marked Emirates’ first Denpasar–Dubai flight since airspace disruptions triggered by the escalating Middle East conflict involving the United States, Israel and Iran. International arrivals from Dubai to Bali have also resumed. “On Friday afternoon, Ngurah Rai Airport served Emirates flight EK368 from Dubai. The Airbus A380 landed in Bali at 4:30 p.m.,” Asmadi said. Airport management continues to coordinate closely with airlines affected by the disruption as not all Middle East routes have resumed normal operations. Since Feb. 28, a total of 64 international flights at Ngurah Rai Airport have been canceled, comprising 34 departures and 30 arrivals. The cancellations involved several Middle East carriers, including Qatar Airways on the Doha–Denpasar route, Emirates on Dubai–Denpasar services, and Etihad Airways on flights between Abu Dhabi and Denpasar. The disruptions affected 8,187 passengers scheduled to depart from the Bali airport. Asmadi said passengers had been assisted in accordance with the policies of their respective airlines, including rebooking and travel arrangements. Related news: Bali grants 302 emergency stay permits due to Middle East conflict The airport has also taken precautionary measures to manage aircraft parking during the disruption. Currently, four aircraft from three airlines remain parked at the airport as part of operational adjustments. “We have also set up a help desk for the airlines and are coordinating with the Immigration Office to provide immigration service counters for processing Emergency Stay Permits (ITKT) for affected passengers,” Asmadi said. The help desk and immigration counters are located on the second floor of the international departures terminal. Airport authorities urged passengers to remain in contact with their airlines to obtain the latest information on flight schedules and travel arrangements as services continue to normalize.
