Compliance Checklist

  • Monitor Kemenpora’s official portal (kemenpora.go.id) for draft pension framework and public consultation timelines
  • Review contracts with Indonesian athletes/coaches against Law No. 13/2003 on Manpower, especially Articles 57–59 on special employment categories
  • Engage certified sports foundations (e.g., CGF) to structure compliant CSR contributions ahead of 2026 corporate tax filing

English Summary

Indonesia’s Ministry of Youth and Sports is fast-tracking a pension fund for high-achieving athletes, with no statutory employer contribution mandate yet. The initiative falls under national HR welfare policy development and encourages private-sector co-funding via foundations like CGF. Supporting measures include athlete scholarships, training programs, and sports tourism incentives. While no formal compliance deadlines or legal thresholds are set in this announcement, foreign businesses operating in sports, fitness, education, or hospitality sectors should monitor upcoming regulations on athlete employment status (e.g., contractor vs. employee), anticipate ESG-aligned reporting expectations, and explore partnership opportunities with government-endorsed entities for tax-efficient CSR engagement.

Jakarta (ANTARA) - Indonesian Youth and Sports Minister Erick Thohir has promised a secure future for high-achieving athletes through a pension fund program currently being developed by the government. "The pension fund is currently being fast-tracked," he said during the Ciputra Golfpreneur Award 2026 in Jakarta on Thursday, according to an official statement. He underscored that Indonesian athletes are more than just national ambassadors; they embody the nation’s perseverance and demonstrate Indonesia’s prowess through achievements on various international stages. To honor these contributions, the government will provide rewards in the form of athlete pensions, ensuring they can live decent and prosperous lives after retiring as athletes. Additionally, the government is also preparing athlete scholarship and training programs. He acknowledged that supporting athletes cannot be done alone and requires assistance from other parties, particularly the private sector. In this regard, Thohir expressed his appreciation for the Ciputra Golfpreneur Foundation (CGF) for nurturing athletes and supporting the development of golf in Indonesia. On that occasion, he also highlighted the growing potential of Indonesia's sports industry and sports tourism, noting that the sports industry has significant economic value and can drive national economic growth. "Our sports industry is growing at about eight percent, reaching a value of approximately Rp625 billion (around US$36.8 million), growing even faster than the national economy," the minister remarked. He noted that in building the country's sports ecosystem, the government requires collaboration with the private sector to allow the sports industry and athlete performance to grow together. Meanwhile, Chairman of the CGF Board of Trustees Nararya Ciputra stated that synergy and support from the entire ecosystem, both the government and the private sector, are vital for sports development. Solid collaboration, he continued, will create a stronger and more sustainable growth for sports.
