Compliance Checklist

  • Synchronize expatriate work permits (ITAS), tax IDs (NPWP), and university collaboration records into the National Talent Management Database—phased rollout begins Q2 2024 under BAPPENAS oversight.
  • Pre-validate R&D activities against Article 31E Income Tax Law criteria and submit preliminary documentation to the Directorate General of Taxes (DJP) to secure eligibility for future R&D tax incentives.
  • Include explicit data-sharing and talent attribution clauses in all Indonesian university/research institution collaboration agreements to meet national talent data standards.

English Summary

While not a tax regulation per se, Indonesia’s National Talent Management Data integration—led by the Ministry of Higher Education, Science and Technology and the Ministry of National Development Planning (PPN)—has direct tax and compliance implications. Foreign businesses engaging in R&D, hiring skilled expatriates, or claiming innovation-related tax incentives (e.g., Article 31E Income Tax Law for R&D deductions) must now align personnel data with the national database. Affected entities include foreign-invested companies with local R&D units, tech startups, and firms benefiting from fiscal incentives tied to human capital development. Though no hard deadline is stated, PPN confirmed implementation begins Q2 2024 across priority sectors (ICT, health, green energy). Companies must ensure NPWP, ITAS, and academic/research affiliation data are consistent across systems. Failure to register eligible talent may affect eligibility for future tax credits or government grants under the Golden Indonesia 2045 vision.

Jakarta (ANTARA) - Indonesia's Ministry of Higher Education, Science, and Technology has forged collaboration with the National Development Planning (PPN) Ministry to synchronize data in a bid to strengthen human resource development initiatives. The two institutions formalized the partnership with the signing of an agreement on the integration and use of the National Talent Management Data in Jakarta on Friday (March 6), according to a statement received on Saturday. PPN Minister Rachmat Pambudy emphasized the need for Indonesia to intensify efforts to build the capacity of its talents by fostering a more supportive ecosystem to keep pace with increasingly fierce global competition. He noted that the quality of human capital is as crucial as geographical features and natural resources for a nation to thrive. On that note, the minister stressed that Indonesia should begin shifting its approach to talent development from a sporadic, undirected model to one grounded in education and science. “It is vital to support national talent development initiatives with efforts to nurture an ecosystem built on education, research, and innovation,” Pambudy affirmed. Meanwhile, Acting SecretaryGeneral of the Higher Education Ministry Badri Munir Sukoco explained that the data integration cooperation represents a strategic step toward strengthening campus contributions to human resource development through research and innovation. “We are convinced that many lecturers and students, from undergraduate to doctoral programs, will contribute to the advancement of national talent management,” Sukoco said. The official expressed hope that data integration would support national development plans and make capacity building initiatives better targeted and more data driven. This cooperation reflects the ministry’s commitment to making higher education, science, and technology more impactful to society, positioning them as strategic instruments of national development in support of the Golden Indonesia 2045 vision.
