Compliance Checklist

  • Review internal employee welfare policy against Article 100 of Law No. 13/2003 and document alignment with worker well-being obligations
  • Contact local MoM office by March 10, 2026 to inquire about eligibility and reporting requirements for employer participation in Eid homecoming programs
  • Include all worker homecoming-related activities conducted March 15–18, 2026 in your annual K3 (Occupational Health & Safety) compliance report

English Summary

Indonesia’s Ministry of Manpower launched a free Eid homecoming transport program for 11,121 workers and families, coordinated with SOEs, five private companies, and nine labor unions. Though voluntary in execution, the initiative operationalizes Article 100 of Law No. 13/2003 on Manpower, which mandates employers to provide welfare facilities improving worker and family well-being. It aligns with K3 (Occupational Health & Safety) obligations and supports harmonious industrial relations. While not a tax measure per se, it reflects binding HR compliance expectations for all employers — including foreign-invested enterprises — particularly regarding welfare facilitation, accident prevention during mudik, and documentation of welfare initiatives. Key dates: bus departures between March 15–18, 2026; 10 buses depart from Jakarta HQ on March 17. Foreign businesses must review internal welfare policies, ensure K3 integration, and maintain records of employee welfare activities to demonstrate regulatory alignment.

Jakarta (ANTARA) - Indonesia’s Ministry of Manpower has partnered with state-owned enterprises, five private companies and nine labor unions to provide free Eid homecoming transport for 11,121 workers and their families, the ministry said on Friday. Deputy Manpower Minister Afriansyah Noor said the programme, themed “Safe Homecoming, Happy Families”, will deploy 227 buses to carry participants to several regions ahead of the Eid al-Fitr holiday. “Homecoming for workers is also a form of corporate concern and participation, expected to create peace of mind at work and ensure business continuity,” Noor said in a statement. He added that the initiative aims to foster harmonious, dynamic and fair industrial relations between companies and employees. Noor said the programme is also intended to reduce the risk of road accidents often associated with long-distance travel during the annual Eid exodus, known locally as mudik. The initiative also promotes occupational health and safety, known in Indonesia as K3, while easing travel costs for workers seeking to celebrate the holiday with their families. According to Noor, the programme is in line with Article 100 of Indonesia’s Manpower Law, which requires employers to provide welfare facilities aimed at improving the well-being of workers and their families. “Homecoming transport for workers and their families is one of the ways to provide welfare facilitation,” he said. Separately, Director General of Industrial Relations Development and Labor Social Security Indah Anggoro Putri said part of the programme includes 10 buses carrying around 500 workers and family members to destinations in East Java, Central Java and Yogyakarta. The buses facilitated by labor unions are scheduled to depart simultaneously on March 17 from the ministry’s compound in Jakarta. Putri added that another 28 buses will transport 1,385 workers and their families to several destinations including West Java, Central Java, East Java, Yogyakarta, Lampung, Palembang, Padang and Jambi. Those buses will depart from several locations outside the ministry between March 15 and March 18, 2026. “In total, 38 buses donated by seven companies will carry workers and their families. Ten buses depart from the ministry, while 28 buses leave from other locations,” Putri said.
